How Do They Stay Still???

I have seen this sidewalk display for many years and it has never been any different: The dog at the bottom, the cat riding it and the mouse at the top. How do they stay still for hours and hours while their clever owner cashes in from the curious tourists? No. They are not sleep (except for the dog, maybe.)
